Engr. Dr. Umar Buba Bindir is a distinguished agricultural engineer, innovation strategist, and public sector leader with over four decades of experience across academia, government, and international development.
Born on 11 August 1961 in Yola, Adamawa State, Dr. Bindir holds a First Class B.Sc. in Agricultural Technology from the University of Maiduguri, and both M.Sc. and Ph.D. degrees in Agricultural Machinery Design and Development Engineering from Cranfield University, UK.
He has served in various high-impact roles including:
- Director-General/CEO, National Office for Technology Acquisition and Promotion (NOTAP)
- Director, Technology Acquisition and Assessment, Federal Ministry of Science and Technology
- Director of Sports, Federal Ministry of Sports and Social Development
- Director of Operations, Family Economic Advancement Programme (FEAP)
- Secretary to the State Government (SSG), Adamawa State (2015–present)
Dr. Bindir’s technical contributions span the design of hydraulic ram pumps, solar water distillation systems, groundnut harvesters, and rural agro-processing kits. He has published over 50 technical papers and led innovation initiatives across Nigeria, Papua New Guinea, and Australia.
